The README says:

    Note: The Text::Aspell module's test suite ("make test") requires
          that the English dictionary is installed.

Do you have the dictionary installed?

Looks like it this:

      local-data-dir:  /usr/local/lib/aspell
              master:  /usr/local/lib/aspell/en_US.multi
        master-flags:  
         master-path:  /usr/local/lib/aspell/en_US.multi
