Yes, it does. I did all the USB-related development work in both,
avrdude and avarice under FreeBSD.

Both are fine. I've used USBisp for quite a number of tests, and also
ran a prototype of USBasp (just wired together on an STK500).
You have to add devfs rules for ugen* if you want to access the USB
devices as a non-root user. I never really tried using devd for this,
I think it would be able to set the permissions on a VID/PID pair
base.
