avrdude seems to support this programmer already, under the name
"stk200" (i. e., you need -c stk200 unless you change the default in
the conf file).  The LED will not be talked to but you can change this
as well -- avrdude can assign four different purposes to the connected
LED. :-) (errled, rdyled, pgmled, vfyled)

Perhaps you can instead clone the current stk200 entry into one named
"Ponyprog", and assign one of the four options for the LED (whatever
makes most sense to you).  If you do so, please submit your changes
back for inclusion in future versions.

If you want to compile it yourself, yes.

You don't even need it, at most you need to modify the config
file. ;-)
