hmm? 
i think they should behave like menus. each application has their own menu on 
his own screen position.
thus i vote against it, just because of ..
well... 'corporate design'

i think it should not be, as it should be not more than a floating panel (that 
the user may place inside the window, somewhen, if someone dares to 
implement... ;)

i think you may be right.
at least its easier than the task, to let the user decide if in or out of the 
window.
