It's done.  He should be able to contribute it to GNUstep's repo.

All he needs is confirmation from the FSF that they got the paperwork.
  The guy who runs the copyright office there has been on vacation for
Christmas, so I haven't been able to get hold of him.   I don't think
we need wait for this.

All that needs to happen now is to add him on gna and import the code.
