We are not talking about the same thing.  My point was that there was
no reason for a package author to use a defvar instead of a defcustom,
just because he does not understand Custom well enough.  Writing a
defcustom that is at least as good as the corresponding defvar is
trivial.  I never said that writing a really high quality defcustom
is trivial.  It is not.
