On the contrary, it is now consistent with what happens on X if no position is explicitly supplied by the user - the window manager is left to position the frame. The previous behavior of positioning the frame at (0, 0), while it has been around for a long time, was a bug, and since it produces bad results when the taskbar is at the top of the screen, it was appropriate to fix the bug.
