Look up "If" in a dictionary of your choice.  Anyway, even if we can't
afford more than one manager, we could look for someone with multiple
personalities in order to fit both the Emacs 22 and Emacs 23
requirements.

It should not be any difficulty. Emacs has so many different sides so you really have to have some kind of split personality to master all sides of it.
