Lennart wasn't saying that the bug tracker replaces PROBLEMS, just that it could make maintenance easier if entries in PROBLEMS were tagged with the bug# if there is a corresponding bug report. Then someone could go through PROBLEMS before a release and check if any of the bugs have been closed or had workarounds added to them.
