The default repositor(y|ies) will want to be under FSF control (not just
the copyright, but we also want to have a copy of the files, etc...) so
we can assume that the FSF will usually also hold the "master
repository" for those packages.

I.e. we probably don't want to only hold pointers to files.  Tho of
course, such an indirection might still be useful somewhere.
