I founded the GNU Project in 1983 with a specific technical goal and a
specific political purpose.  I am its leader, though others help
manage it.  I say "we" when I speak for the project rather than for
myself personally.

GNU package maintainers undertake to maintain specific packages
on behalf of the GNU Project.
