poor additions in quail/latin-ltx

I think the block at the end of latin-ltx.el `From Karl Eichwalder.'
should be changed. Those quotation marks should be added, of course,
but not with those names. They aren't actually used in LaTeX as far
as I can tell -- either in the LaTeX symbol list document or anywhere
in the Debian teTeX installation.

These LaTeX-defined names should be used:

\guillemotleft «
\guillemotright »
\guilsinglleft ‹
\guilsinglright ›
\quotedblbase „
\quotesinglbase ‚

[I don't like to perpetuate the LaTeX solecism of naming the French quotes
after a sea bird, but it probably shouldn't be changed to \guillemet...]

By the way, it's unhelpful to have had the file recoded into utf-8.

I'd also like these added. Some are alternative names for characters
which are already present. Some of the names aren't in standard LaTeX
but come from the ISO standard for Z.

\texttrademark ™
\textquoteright ’
\textquoteleft ‘
\dots …
\nat ℕ
\power ℙ
\textquotedblleft “
\textquotedblright ”
\ndres ⩤
\nrres ⩥
\cent ¢
\brokenvert ¦
\degree °
\rbbbrack ⟦
\lbbbrack ⟧

It would still be best to be able to enter such technical characters
with the menu system that was rejected before for no good reason I can
recall. I can find them on that, but often don't know/remember the
LaTeX name; you can't do completion on the names, which might help
otherwise. I suspect the same would be true for most users with
non-technical characters like those typically accessible from an
`insert special character' panel in `modern' text-entry applications.
