Neither does the sort of auto-detection you're talking about -- in fact
I'd think such auto-detection, while convenient, would work best among
the sort of community that's small enough so that it's not strictly
necessary.

Hmmm, how about this:

  rm -rf ~/.arch-params/=locations
  ln -s /nfs-mounted-global-dir ~/.arch-params/=locations

Now whenever someone does `tla make-archive' or `tla register-archive',
everybody can see the change... :-)
