  I'd think terrorism creates fear, rather than social instability.
Likewise the distinction between "civilians" and "military personnel"
is insignificant.  Besides, army service is compulsory in most
countries, which renders it practically non-existent.

  Yes, I think the wars in Afghanistan and Iraq have (among others) -
the goal to scare (i.e. terrorize) other countries.
