Sigh.  Switching definitions midstream.  If you're going to do that,
say so.  I have no particular authority to set any definition, but if
you implicitly use a different one after someone else has gone to
great trouble to present one, you're going to prevent communication.

Given your definition, you're right.  It surely had an effect on
Libya, for example.
