You have to

mkdir bazaar-build
cd bazaar-build
tla register-archive
http://bazaar.canonical.com/archives/address@hidden
tla get address@hidden/dists--bazaar--1.5 bazaar
cd bazaar
tla build-config bazaar-devo-deb.cfg

(But John's reply in this thread is probably the right explanation.)
