I've just committed a patch to allow empty directories to be specified
for make-archive. So, it doesn't allow intermingling, but it won't
complain if you do

  mkdir archive
  baz make-archive address@hidden archive

(in the case of Stuart, the "mkdir" step can be done by the admin, and
the "make-archive" by the user)
