It seems that my first answer wasn't correct, this should
indeed work. 
What TeX installation are you using? How is your MFINPUTS
environment variable set?
In teTeX, cmr fonts of all sizes are generated on the fly. 
Try to run 'tex testfont' in a shell and enter the font name
'cmr14'. This is what I get on my machine (the first time
I ask for the font):
