Without doing any real analysis, my guess is that this has to do with
the move valuation not doing sufficient distinction between moves
working with or without ko.

Let me counter with another NNGS game. This was a nine stone game
against a strong player, juka 1d*. There are certainly lots of
mistakes to fix, but what's really interesting is what happens in the
upper right corner towards the end of the game. Please take a look at
the sequence following black T12 at move 242. I'm impressed.
