On my Serial port only Data out pin from GPS is connected to Openwrt board. Data in pin of GPS is left open. Will that play a role for data not coming properly from gpsd.

The only thing left is the GPS serial connection to your computer.
Are you sure the signal levels are good and that the CPU is doing
the serial interrupts properly?
Maybe you can try a USB GPS to rule out the serial connection as an
issue.
