Check out the www/gpsd-time-service-howto.txt, it has step by step
directions.

Once you get a somewhat current gpsd installed, your next step is to
run gpsd and then check the SHM output:

    # gpsd -n /dev/ttyUSB0
    # ntpshmmon
    ntpshmmon version 1
    #      Name Seen@                Clock                Real

When you have that, just configure ntpd to use refclock 28, as specified
in the howto.
