You can allocate funds and then set a budget ...
I don't know what the real wording should be, but a budget is "funny money", where you say what you would like to do with the money you wish you had, and a fund is a supply of real money.
So you can start with a fund, and then budget how you are going to spend it, or you can start with a budget and then try to get the real money to fund it (altering the meaning of "fund" a bit here :-)
Your version is definitely wrong, unfortunately, because you have "funny money" on the left, and real money on the right. If you remember basic algebra, you can't have apples on one side and oranges on the other, because the sums won't add up...

In file admin-home.tmpl one can find the line saying:
the bugdet the budgets allowed to differents book funds.
My question is: shouldn't it say:
the budget the funds allowed to different book budgets?
One first sets a budget and then allocates funds for them, right?
I suggest we say "the funds allowed to different book budgets".... because we
probably have a limit for spending money to meet a budget (that was
supposedly set by a committee, or anybody).
