you could also test/install kartouche, that's a po manager on a web

yes and no. You generate .po files with the ./tmpl_process3.pl script. 
This script parses all the templates and creates the .po file.
The sams script with another parameter will create translated templates 
from the english one and your completed .po file.

They are not a part of the application. They are a part of the DB.
so UNIMARC (in french) and MARC21 (in english) are in a .sql file that 
is added into the DB during install. They are hidden in misc/marc_data 
and contains the dump of 2 tables marc_tag_structure and 
marc_subfield_structure.
