pdf doesn't make ps first

foo.ly: { c4 }
Lilypond fails to create pdf, but if I create a ps first, (lilypond
--ps foo.ly), it works. Should lilypond --pdf call lilypond --ps (or
--dvi) first?
OSX, recent CVS.
