I thought we were using --split=numbered. That was the whole
point of moving to texi2html -- we don't need to split based on
chapter/section/subsection globally for the whole document; we
instead create a new HTML page whenever there's a new number.
Then each manual (or potentially even every chapter) can choose
when to split thing by picking @subsubsection or
@unnumberedsubsubsec.
