Great.  I don't understand it does not break when looking in /lib
and /usr/lib, though. (..)  Ah, dash has a test builtin.  That figures.
This fix will take some time to test before I can push...

Okay.  Below is my sys_lib_search_path_spec, notice the 
target/mingw/root/usr/lib bit.  What does yours 
(target/mingw/root/usr/lib/libtool) look like?
