Yes, #2.  And if you ever add a NOT_SMART rule, you should
immediately write a NEWS entry.

(a change like the autobeaming stuff deserves a NEWS entry anyway,
but as a general rule fit for adding to the CG, any change
requiring a NOT_SMART rule needs a NEWS entry)
