I dunno where this command come from, I saw nothing suspicious in the
output of
find -name '*.make' -or -name 'GNUmakefile*' |xargs egrep -B1 -n --color 'cp.*'

Even in a build , the command should be
cp -p ./web.texi out-www/web.texi

Which Git committish you used for this build?
