It arises from the use of html-like markdown by Allura.  The <> is recognised
in the text and converted to  &lt.&gt. but it is not so recognised in the title.
It's even stranger, as the title doesn't seem to recognise the html codes.
So that does seem to be a bug in the import mechanism.  As that is a one-off
and already completed it shouldn't bite us again, although we'll need to check
this issue when we import it to Allura at Savannah.

We shall have to be careful in future when creating new issues or
commenting, and be aware of the html-like markdown.  When posting
code it should be prefixed and postfixed with lines containing just
4 tildes to avoid the markdown.

Maybe the deletion of comments is related to moderation, but I've approved
every request I've seen so I'm not sure.  Actually Simon must have had
dev status when he tried the edit, so moderation would not have been
involved.

I've just tried editing the title in my other "testlily" project and it
works fine when reinserting the <> in plain text.  None of the
comments were deleted.
