There is nothing that I know of, but you can always try to contact
that person and propose to work together.

We suggest a new translation of the documentation be started with the
most popular pages of the website. See also the discussion about

Tranlating the tutorial would be nice but there are many more people
reading the website.

Yes, this is the right place. We have two requirements: the
translation must be maintained, and a minimal set of pages must be
translated before the website goes live.
