I think it would be best for file propagation, if the chunks with the
fewest sources are downloaded first, because they are most likely to
disappear soon.

Is it possible to limit the total number of clients downloading from me?
Because I only have an ISDN connection, it is not useful for 30 people
to download from me. 3 or 4 is the maximum, 1 or 2 is best.
