Clearly there will be different policies on subprojects, depending on
how the subproject is used and who owns them.

Correct.
But for one of my subprojects, automatic propagation is exactly what I
need.
If monotone does offer automatic handling of subprojects, I suggest
the automatic propagation be made optional.
