Follow-up Comment #9, bug #45497 (project octave):

We made it (on github).
https://github.com/repelem/repelem/blob/master/repelem.m

There is a easy part (nargin == 2), and a creepy part (nargin > 2).

I've tested various combinations I can think of at the end of the file.
