@Dan,

My recollection of what was done for gnuplot is coming back to me bit by bit.

When the activepositionproperty = "position", Octave controls the axis
position. When it is equal to "outerposition" we let gnuplot handle things,
since we don't have control over the positions of the axes labels, and
different terminals actually place the labels differently.

When I was working on this I recall it wasn't possible to always have gnuplot
behave in a Matlab compatible manner. And when OpenGL toolkits became
available, we started being more flexible letting gnuplot do things its way
when compatibility was difficult/impossible.

I don't recall how accurate _actual_axis_position_ is. I'll need to take a
closer look
