Follow-up Comment #1, bug #53539 (project octave):

This effect is caused by an empty file (0 bytes) called "octave-workspace" in
the current folder, which gets occasionally created during a crash.

To trigger it on linux do a 


rm octave-workspace
touch octave-workspace


and run a script in the gui which does some file io for a while.
