Follow-up Comment #6, bug #53539 (project octave):

This makes the gui almost unusable for dealing with large amounts of
timestamped datapoints imported from text files. (What I mainly use Octave
for)

As a temporary workaround, starting Octave with the command


TZ=UTC0 octave --gui 


avoids the permanently appearing "file in editor changed" popup.
