I changed the download page on www.octave.org to say

  The latest development sources of Octave are also available via
  anonymous access to a read-only Mercurial archive.

  The primary archive address is http://www.octave.org/hg/octave,
  which currently redirects to
  http://hg.savannah.gnu.org/hgweb/octave.

  If the primary HG archive is unavailable, a secondary site is
  http://velveeta.che.wisc.edu/cgi-bin/hgwebdir.cgi/octave.



I have no direct control over what happens on the savannah site.  If
it is unavailable, I suggest reporting the problem to the savannah
maintainers.

FWIW, pushing (via an ssh interface to a different hostname) does
appear to be working for me.
