Hello Felipe,
Thanks for the suggestions. I will improve my Y tasks section and follow
your guidelines. I am currently going through the links related to PROJ.4. I
understand that it is not possible to develop all the functions from the
scratch. So, I will try find other open source software which can help me
complete the targeted function list and reduce the number of functions that
need to be written from scratch. I will also prepare a table as you advised. 

I will try to implement fixes to some bugs before the deadline so that my
application could be more solid. 

For the patch #8377, I have actually created a diff file against a fork of
the mapping package present in the Octave forge. Is this correct procedure?
