An it seems to build all:

  __exit__.oct
  __visglobal__.oct
  fload.oct
  fsave.oct
  parallel_generate_srp_data.oct
  parallel_interface.oct
  select.oct

Then you configured without --disable-cluster ... So cygwin has the
normal socket header files (?) and even libgnutls is there ...

cygwin is unix layer. 99% compatible I would say

built simulating a source package

-  adjusted the src/Makefile.in to remove the doc.
-  ./bootstrap
-  packed all directories in parallel-3.0.4.r200.tar.gz

pkg build parallel-3.0.4.r200.tar.gz


I am not aware of a way to pass configure options from "pkg build"
