That's easy. Perhaps I want to have message IDs that show where the
article originated. In my case I could let INN generate the IDs, because
I run my own news server. That way I would still have my own domain in
the ID string and that identifies the real source of the article.
However, if I were to post to my ISP's news server then the ID added by
it would no longer reflect that fact.

I think the RFC says that the client should generate message-IDs, rather
than must do so. So the choice is yours....
