Here, pan's main window toolbar buttons are small (probably 16 px) and 
not labeled, but the posting window toolbar buttons are somewhat larger 
(probably 22 px) and labeled.

I don't believe there's an option for that in pan, but my guess is that 
it's an option in gtk.  Since I run a kde desktop I don't have the full 
gtk/gnome options control panel or whatever it might be called installed 
so I can't check there, but that's where I'd look if it was installed.  
(Some of my kde settings, colors, etc, apply to gtk as well, some don't.)

It's also possible that said setting is gtk-version controlled.  That 
depends on what the pan binary builder chose at build time.  I'm building 
pan against gtk2 here, and gtk3 isn't even installed.  But pan can also 
be built against gtk3, if the options are set that way at build time.  
Tho the gtk3 version has a reputation of being somewhat buggier, and gtk2 
remains recommended.  But some binary pan package suppliers do choose the 
gtk3 version.  You'd have to check your pan package deps to see.
