Of all the functions that are available via the api
or real applications, this is not one of them last
I checked.  There is a mail send function of some kind
which is part of the interop test suite inherited from
the xmlrpc for php code.

You might look at interserv.php in the xmlrpc app and
the docs in the phpgwapi/doc/xmlrpc/ directory.  This
is limited, but at least there is something there with
which to work.
