This didn't help.  These users do have access to phpwebhosting and filemanager.
They just can't upload anything.  They can edit the comments of a file that was
uploaded before this problem started.  I think I've checked all the usual 
suspects,
now I need to know about the unusual ones.  What else would keep a file from 
being
uploaded?

BTW, I noticed on a failed upload the next screen says
Back to file manager

A successful upload says
Created /home/Bob/iptables    (103B)

Back to file manager

I did this:
