You know, I recently hit the same problem, using something like:
   definekey top Print import -window root blah blah blah
Because it's in the top keymap, C-z (my escape), Print outputs
"unbound key", but hitting Print on the top keymap does nothing.

I *thought* this may have to do with xorg7 and the xkb changes, but I
may be wrong - are you using xorg7?
