Yes,I basically try to follow that.  (Not in all details.  For example
I don't maintain an AUTHORS file, but I'm the author of over 90% of the
code, and I maintain careful ChangeLogs and use CVS, so I can document
who did what fairly well.)

Note tha Qexo is part of Kawa, at least in turns of distribution and
CVS repository, and Kawa is already a GNU package, so it would be silly
for Qexo to not a GNU package.  The reason for making a separate Qexo
package is marketing and pragmatics:  Separate (but cross-referencing)
home pages, separate mailing lists, separate "plugs" in newsgroups etc.

Will you be willing to make the primary site www.gnu.org/software/qexo/ if
it becomes officially GNU?

Yes.  I have registered www.qexo.org, and I'll make that redirect to
www.gnu.org/software/qexo/. It currently redirects to
www.gnu.org/software/kawa/xquery/.  I guess the question is which URL
to publicise.  The main reason to prefer www.qexo.org is that it is
shorter and easier to memorize and type.  I've seen a suggestion
for a GNU convention where PACKAGE.gnu.org was an alias for www.gnu.org/software/PACKAGE (or vice versa). I'd love to use
qexo.gnu.org and kawa.gnu.org for home pages.
