    However, its documentation is derived from Cairo's documentation, which
    in turn comes from its source code, which is dual licensed between the
    MPL 1.1 and the LGPL 2.1 (no "or later" clauses).  So, Guile-Cairo's
    documentation is available under the MPLv1.1 or the LGPLv2.1-only,
    sadly.

LGPLv2.1 can be converted to any GPL version.  But the license we want
for documentation is the GFDL.  So this is a real problem.

Whether to host the project on Savannah is a side issue.  We can't
correct the real problem by not having that file on Savannah.  The
real issue is that we want to get the documentation under the GFDL.

How many lines is this documentation?  Maybe someone needs to write a
replacement from zero.

We could also try talking with the Cairo developers to ask them to
authorize use of their documentation under the GFDL.  But a manual
made from doc strings tends to be bad anyway, so rewriting from zero
might be better in practice.
