Not really... All the comments on this point I've seen from LH both this
and previous year, indicate otherwise.

While it is standard practice to consult the student, it is *not*
strictly required. Of course the student's preference is a good
criterium; but the ultimate decision is explicitely *not* up to the
student, but up to the organisations in question. (Otherwise this whole
process could be much simpler...)

If a student is the top candidate in organisation A for example, while
organisation B has enough other good candidates to fill the slots, it's
perfectly reasonable to agree that the student should go with A, even if
he expressed a preference for B.

I totally agree that it is inappropriate in this specific situation
(sorry if my comment seemed to suggest otherwise) -- but I do not agree
that it is always so when the student expressed a preference :-) This
needs to be discussed with the other organisation in question as well as
the student on a case-by-case basis.
