How to synchronize actions?

In the simulation I've to implement, there'a a set of Swarms wich ,
through a schedule of actions over themselves, have to generate ( using
G.A.) a message to be sent to a superSwarm (a sort of blackboard).Once
the superSwarm has received messages from all subSwarms, it processes
them and generates a single message that is sent back to every
subSwarm.Then the cycle goes on, with subSwarms generating messages and
superSwarm sending them a message in its turn.
Obviusly, the superSwarm can't go on elaborating its own message until
it has received messages from all subSwarms, and each subSwarm can't go
on elaborating next message until it has received the one from
superSwarm.
Are there specific Activity classes to do this?
