OK, I contacted Mandrake at VAResearch and he knew instantly what the
problem was with E and Swarm, Here is is answer:

I have confirmed that this is indeed the problem! On Desktop 0, tcl is
able to get window positions, Swarm saves positions fine. ON any other
desktop, tcl reports the position as top left (0,0).

Desktop 0:

$ wish8.0
% wm geometry .
200x200+557+524

Desktop 3:

$ wish8.0
% wm geometry .
200x200+0+0

So as long as you use only the first Desktop, window positions are saved
fine.  Oh, I'm so happy.
