I don't know about pyxpcom, but I see that component ID is for
XPConnect.  There are several places in Swarm (e.g. JavaScript support
functions in COM/c/COMsupport.cpp) that directly use this component.
What I don't know is why that module wouldn't get pulled
automatically. 

One idea would be to write a test case in Python that tries to get the
XPConnect service.  (This is with no Swarm XPCOM component
registered.)  If it fails, you could ask on the pyxpcom list what is
needed.  If it doesn't fail, then at least there is a way to start
debugging on the Swarm end.
